Could merging scopes and the use of subcontractors eliminate procurement & post contract award handles ? Or just increase the risk on the business due to longer communication channels?

Merging scopes is always one of the strategies in procurement known as identify-merge-leverage on bigger spend”. But you need to merger scopes in a logical way, based on an understanding of the supplier market. For instance, you cannot merge scopes of pipelay vessels services and drill bits.
In addition, it all depends on your company culture and practices and how much you want to transfer the risk and have one party to deal with everything. There are two different extremes do everything yourself vs. outsource as much as you can, and you need to understand where your organization fits in.
